According to the sixth paragraph of Article 7 of Law No. 6114, “The equivalence of ranking or proficiency examinations conducted by the Presidency at different times, the validity period of each examination result, and the equivalence of the foreign language examinations conducted by the Presidency with international foreign language examinations shall be determined by a decision of the Board of Directors based on the reports of the Equivalency Working Commission.”

Frequently Asked Questions (FAQ) on Equivalencies
Which equivalency document (table) should I use for the equivalency of an international foreign language examination?
For examinations taken within 30 days following the update date, provided that the application was submitted before the update date, the equivalency table that was in force before the update date shall be applied. This rule also applies to examinations whose equivalency has been removed.
In other cases, the equivalency table in force as of the update date shall be applied.
For examinations whose result certificates were obtained before the last update date, if the certificate indicates the date of the examination and the examination was taken after the entry into force of Law No. 6114, the equivalency table valid on the date of the examination shall be applied.
For result certificates obtained before 06/01/2012, the date on which the first equivalency table of our institution was published, the Council of Higher Education equivalency table that was in force on the date of the examination shall be applied.
In all other cases, the current equivalency table shall be applied.
Should I use the most up-to-date document for score equivalencies?
Score equivalencies should be evaluated according to the document that was valid on the date when the examination took place. Within this scope, you can access the equivalency document valid for the relevant date ranges through the links provided above.
Can I obtain information from ÖSYM regarding the equivalency or validity of my certificate on an individual basis?
The legal responsibility of our institution in this regard is limited to determining the equivalencies between the foreign language examinations currently administered by our institution and other international foreign language examinations and publishing them on our website. Since verifying the authenticity of language certificates or determining whether a certificate is valid in terms of duration and other conditions within the legal framework of the institution requesting the document requires a specific examination on a document-by-document basis, it is considered that such verification can only be conducted by the institution requesting the document.
Is an equivalency certificate issued?
Our Presidency does not issue any document that can be used as an equivalency certificate.
What is the validity period of the result certificate of an examination with equivalency?
The validity period of an examination with equivalency should be evaluated according to the decisions specified in the Document on the Equivalencies of International Foreign Language Examinations that was in force on the date when the examination took place. Can other national or international language examinations be used for equivalency?
Examination results from tests other than those specified in the documents (tables), including those organized by any institution, university, institute, organization, etc., are not accepted as equivalent.
Can the result of an examination conducted in a venue other than a building belonging to a state university be used for equivalency purposes?
In accordance with Article 6, paragraph 2, subparagraph (d) of the Directive on Determining the Equivalencies of International Foreign Language Examinations, the results of examinations conducted in Türkiye whose sessions subject to equivalency were not held in buildings belonging to state universities shall not be accepted as equivalent.
Can an examination whose result certificate does not clearly state the examination date and location be used for equivalency purposes?
In accordance with Article 6, paragraph 2, subparagraph (m) of the Directive on Determining the Equivalencies of International Foreign Language Examinations, examination results that do not include the examination location and date information shall not be accepted as equivalent in granting or maintaining equivalency for an international foreign language examination.
